Please refer to letter of the 12th January last from General Officer Commanding in North China to Army Council respecting Peking Legation guards.

Since the date of your last despatch situation has changed somewhat. I should therefore be glad to learn your views.

That some Powers should reduce their guards without reference to others appears to Army Council most inexpedient.
